Those cheap RC522 boards suck. I have quite a few and they always crap out reading anything that isn’t a 1K Mifare Classic. There’s a reason they come with a card and a key fob and it’s because they are the only things that’ll read/write reliably.
I’ve had a lot of success cloning Nintendo amiibo (NTAG 215) using PN532 based boards. Just don’t bother with the cheap little red square ones because they suck too.
All that said, I’d be very surprised if a building security card didn’t have features to prevent cloning.
