There is one and only one way to accomplish this, and that’s by having users who connect to your hotspot trust a self-signed root certificate. This is way easier said than done because it requires that the user make manual system configuration changes, and at this point any OS/web browser/app is going to put up safeguards to keep people from doing this unless they know exactly what’s happening.
