It’s not illegal to download leaked or breached databases. This is also dependent upon what country you live in. In the US, it is not as long as you weren’t the one who hacked and leaked the database. Once it’s online, it’s free game for all.
It’s only illegal if you then use that info to try and start logging into them or use them for credential stuffing attacks and etc.
