Former Maharashtra DGP Dattatray D Padsalgikar appointed as deputy NSA

For the first time, an IPS officer from the Maharashtra cadre has been appointed as the deputy national security advisor (NSA). The appointment of Dattatray D Padsalgikar, who has held the posts of director general of police, Maharashtra, and Mumbai police commissioner, was confirmed on Tuesday.

Apart from Padsalgikar, former diplomat Pankaj Saran and former R&AW chief Rajinder Khanna also hold the post of deputy NSA.

In assisting NSA Ajit Doval, the former IPS officer is expected to draw upon his extensive experience as an IPS officer in the state and the Centre in countering Pakistan-sponsored terror and espionage activities. He has led the fight against organised crime including that of fugitive gangster and 1993 Mumbai serial blasts’ accused Dawood Ibrahim.

A 1982 batch officer, Padsalgikar spent 22 years across two stints in the country’s premier domestic intelligence agency, the Intelligence Bureau (IB) and rose to the post of Additional Director.

As Joint Director of the IB, he was in-charge of India’s western zone including Maharashtra and Gujarat and led operations against Lashkar-e-Taiba (LeT), the Pakistani Inter-Services Intelligence (ISI) and the Indian Mujahideen between 2000 and 2010, sources told Mirror.

A Delhi-based intelligence officer, who has worked with Padsalgikar, said it was Padsalgikar’s and the Mumbai Crime Branch’s “push” that ensured that Pakistani-American David Coleman Headley, the alleged Let scout who recced iconic targets ahead of the 26/11attacks, testified via video-conferencing during the trial in 2016.

“He was of the view that Headley’s live testimony in a public trial will expose Pakistan’s official support to the LeT’s 26/11 attacks’ conspiracy, especially since it had always claimed innocence,” the officer said. “But when Headley began spilling beans on the role of serving Pakistani army and ISI officers, Pakistan’s lie was exposed.”
